Set it up once: issue one org-level key, allowlist your institution's email domain, set session TTL (e.g. 8 hours). Members enter the key + their institutional email, receive a 6-digit code, and get an AI session for the duration. No individual accounts, no key distribution, no leak risk. All usage rolls up to the org account with a single monthly invoice.
Two basics that public-sector AI procurement needs: Taiwan e-invoice (電子統一發票) and Chinese-language support. Most foreign AI services don't satisfy either.
